Emily Culp, a 23-year-old from Zanesville, Ohio, with a history of using drugs while pregnant, pleaded guilty to forgery and tampering with records charges. During a recent court appearance, she tested positive for cocaine.

Assistant Prosecutor John Litle criticized the lack of legislative action to prevent such behavior, particularly among pregnant women. Culp had previously failed drug tests while pregnant with another child in 2023 and faced charges related to drug use during pregnancy, which were later dismissed.
