Key Highlight:
- Ohio’s educational challenges reflected national trends, although the state fared slightly better. To address these issues, Ohio allocated $168 million for implementing the science of reading in public schools.
- Additionally, over half of Ohio’s three and four-year-olds were not enrolled in school during the period of 2018-2022. Chronic absenteeism was a significant concern nationally, exacerbated by the COVID-19 pandemic, which disrupted learning environments and led to academic setbacks.
- Economic implications were substantial, with up to $31 trillion in U.S. economic activity dependent on addressing pandemic-related learning loss.
- Moreover, there were long-term repercussions for students who did not progress beyond basic math levels, as they were at increased risk of unemployment.
- Despite ranking 28th overall in the nation, Ohio struggled with poverty, with nearly half a million children living below the poverty line and experiencing adverse childhood experiences. Legislation, such as Ohio House Bill 352, aimed to address these issues by creating a commission to recommend strategies to the General Assembly.
- Ohio public schools are preparing to implement the science of reading which is based on decades of research that shows how the human brain learns to read and incorporates phonemic awareness, phonics, fluency, vocabulary, and comprehension.
- The state’s two-year budget, which was signed into law last year, included $168 million science of reading provisions.
