New Ohio Bill Proposes Shared Child Care Costs for Employers, Employees, and State

Ohio legislators are making another attempt to tackle the child care crisis with a bill that would share the cost of care among employers, employees, and the state.
State Rep. Mark Johnson, R-Chillicothe, has reintroduced the measure, now designated as Ohio House Bill 2, with a companion bill in the Senate led by state Sen. Michele Reynolds, R-Canal Winchester. The bill proposes a $10 million “Child CareCred Program” within the Ohio Department of Children and Youth, distributing funds on a first-come, first-served basis.
Modeled after Ohio’s TechCred program, the initiative would allow employers to apply for assistance to help employees cover child care costs.
Johnson emphasized the urgent need for action, citing a 2024 Care.com report showing 1 in 5 American families spend $36,000 annually on child care. He warned that the rising costs are forcing many parents—especially mothers—to cut work hours or leave their jobs entirely, further harming Ohio’s workforce and economy.
