Ohio Lawmakers Push for Expanded Childcare Support for Foster and Kinship Caregivers

State Representative Sharon Ray (R-Wadsworth) is backing new legislation aimed at strengthening support for foster and kinship caregivers in Ohio. House Bill 7, which she is co-sponsoring with Rep. Andrea White (R-Kettering), seeks to provide publicly funded childcare for those caring for children in the foster care system.
During her testimony, Rep. Ray emphasized the vital role of caregivers in providing safe and loving homes for Ohio’s most vulnerable children. “Foster and kinship caregivers are critical partners in ensuring every Ohio child grows up in a safe and loving home,” she stated. “I believe we have a responsibility to support those who are caring for our most vulnerable children in order to ensure more safe, caring family homes.”
The bill proposes a shift in childcare eligibility, moving away from an income-based system to a needs-based approach. This change would allow caregivers to access childcare while they work or further their education, significantly easing the financial and logistical burdens they face.
