Ohio to ease school enrollment for active-duty military families under new law

Ohio public school districts will soon offer open enrollment for children of full-time, active-duty military members of the U.S. Army, Navy, Air Force, Space Force, Marine Corps, or Coast Guard.
Gov. Mike DeWine signed Senate Bill 208 into law on January 8, with the new policy set to take effect on April 9. The bill, which passed unanimously in both chambers of the General Assembly, ensures that military families stationed in Ohio can enroll their children in any public school district, even if the district typically prohibits or limits open enrollment.
Under current state law, districts can decide whether to prohibit open enrollment, allow it only for students from adjacent districts, or permit it for students from all districts. Senate Bill 208 now mandates that all districts, regardless of their policy, must accept students whose parents are active-duty military and stationed in Ohio, provided their status is verified.
State Sen. Kristina Roegner, the bill’s sponsor, highlighted the challenges military families face due to frequent relocations. “Military families move every two to three years—about ten times more often than civilians. These moves often disrupt school enrollment, especially when transitioning from temporary to permanent housing or changing states mid-school year,” Roegner said. “We can ease their transitions by ensuring their children have easy access to the public education system.”
