While the report recognized APS’s achievements, such as its College and Career Academies, it also underscored pressing issues like inequities in opportunity, particularly in access to Advanced Placement courses.
The report pointed out a lack of accountability, with principals struggling to hold teachers accountable due to constraints in the union contract. It also criticized instructional leadership, noting that about half of principals were not focused on best instructional practices. Despite a solid curriculum, teaching practices were deemed uneven, especially in elementary classrooms. The report emphasized the need for change and accountability to address these challenges effectively.
