Teens Put in Chokeholds, Slapped, Abused, Disability Rights Ohio Finds

YOUNGSTOWN, Ohio-Disability Rights Ohio conducted an investigation revealing concerning conditions at Youth Intensive Services, a state-licensed mental health facility for children in Youngstown. Children at the facility face physical abuse, verbal mistreatment, and are able to leave the campus regularly, posing risks to their safety.

The investigation uncovered instances where children were found off-campus in dangerous situations, including sexual assaults and injuries. Despite recommendations and concerns raised by Disability Rights Ohio to both Youth Intensive Services and the Ohio Department of Mental Health and Addiction Services, corrective action has not been taken in over a year. Disability Rights Ohio urged the state to halt admissions to the center until minimum standards are met and to revoke the license if necessary standards are not met.
