School Voucher use has Surged in Ohio. But Private School Enrollment isn’t Rising With it

WINTERSVILLE, Ohio-Superintendent T.C. Chappelear of Indian Creek High School interacts warmly with students in the cafeteria. Despite a significant increase of 154% in the use of Ohio’s EdChoice Expansion vouchers in his district, he notes there has been no notable shift in enrollment at his schools.

The statewide trend shows a dramatic surge in voucher use, including a 674% increase in one central Ohio district and significant rises elsewhere, yet overall private school enrollment has remained largely unchanged. Many new voucher recipients were already attending private schools prior to the expansion of the program, as reported by the Ohio Department of Education and Workforce.
