Lawsuit: Cincinnati Police Officer, Former JFS Employee Misused State’s Child welfare Database

April 17th, 2024-CINCINNATI, Ohio-A federal lawsuit alleges that Cincinnati police officer Jesse Hooven and former Hamilton County Department of Jobs and Family Services employee Madison Paul misused Ohio’s child welfare database. Hooven purportedly had Paul access the database to gather information on his ex-wife’s boyfriend.

The lawsuit claims Hooven has openly discussed custody matters and pressured others to monitor his ex-wife and her boyfriend. In April 2023, Hooven allegedly instructed Paul to gather information to retaliate against the couple. Paul’s actions resulted in her suspension, while Hooven was exonerated in an internal CPD investigation but sustained a finding of misconduct by the Citizens Complaint Authority.
